May I highly recommend the following handbook, including Rebecca's review. From Dan Gillmor, author of "We the Media", a book on grassroots journalism, and a co-collaborator of mine.

Blogging Guide for Global Thinkers
Submitted by Dan Gillmor on Wed, 09/21/2005 - 3:14pm.Reporters Without Borders, an organization devoted to defending and promoting journalism in a world where it can be dangerous to speak out, is releasing a Handbook for Bloggers and Cyberdissidents (1.7 MB PDF). I'm a contributor to the handbook, and proud to have helped.
Rebecca MacKinnon, co-director of Global Voice Online, got an early look at it and raves:
The Handbook for Bloggers is for people who want to be serious participants in the emergent online global conversation: How to set up a quality, credible blog. How to get it noticed. And.. if you’re in a country where there government might not like what you’re saying, how to avoid getting in trouble when you by-pass the information gatekeepers and talk directly to the world.
